Where is the best place to exchange money?

I have heard that the airport has a place but nobody can really verify that, and do you recommend that I exchange as needed? use my credit card when I can? or bring travelers checks? I assume it exchanges based on the previous days trading? Also if I were to get in a cab and tipped the driver a few american dollars is that acceptable or would he prefer it in PHP? Sorry for all the questions wrapped up in one and thanks in advance.
