My experience you should go to money exchenger outside airport in airport the currencies banks also offer not.

Change at the money changer. Just bring your pesos. You can try the exchanges at Lucky Plaza which usually see a high flow of Filipinos there, but better rate can be gotten at People’s Park Complex, if you can get there. This complex houses many travel agencies and so do see plenty of travellers.
