What is the best way to exchange USD into Philippines peso?

I am going to the philippines next month and i want to exchange $1,500 into pesos. would it be better if i exchange my money here in the USA or should I wait until I get into the philippines to exchange my money? Is there a fee to enter the manila international airport?
