Visiting Europe, where’s the best money exchange rates?

I’m going to europe with my school and because my mother does everything last minute (and it drivings me f***ing crazy) I am unable to set up a bank account and get a debit card. So I have cash, and I was wondering where would be the best place to exchange my money at? At a bank here, at the airport, or should I wait and exchange it at a bank over there?
