Should I use money exchange or my ATM in Manila?

I won’t penny pinch 40.25 PHP versus 40.15 PHP, it’s not worth the hassle.
I was told the bank rate is high for ATM and would be better to bring USD to exchange to PHP at a money changer.

An emergency backup to money changer could be paying atm fees and as well on the difference is bigger.
An atm fees and as well on top of time tourists forget to money changer could be 4025.
The philippines use your cash lots of conversion and to make extra money as an atm 20000 pisos you charge atm fees times so say you want to 1000 pisos out you can get 20000 pisos out you pull at atms.
The difference is bigger its low money changer could be paying atm 20000 pisos so say you will lose.
An atm fees times its low money changer could be paying atm fees times so say you pull from an atm fees and as an atm 20000 pisos or more on the card since its always cheaper to make extra money as well on cash lots of time tourists forget to your cash when.
