I’ll be visiting London and Paris in a few weeks. I’m coming from New York City. Is it better to exchange money with me before I go or take it out from ATM’s when I get there?

The rates are terrible if you leave home youll most likely need some money at an atm in the best exchange the day rather than just what that you the airport.

Exchage money before you get there. If you use the ATM’s over there it charges you about $5 each time, and they might have a fee to exchange money there too.
