I need to exchange Iraq money into $ and all banks tell me I need an account. Are there laws that I can quote stating they should help me? There seems to be nowhere else to get tis done.

The way everyone else does go to have bank and they want to however banks to however banks to exchange currency and there is no law that says you can refuse to do business with you if youre not their customer call.

Its a fact that you need an account cuz in arab countries the account is considered to be an identity proof espacially when it comes to exchanges.
I work at a bank … and we dont accept any exchange transaction from forign curency except if the customer has an account. The only way i suggest that this works for you is if u have a CC. which you can perform USD or and other curency by it and you main bank (the bank u have an account for ur CC at) will perform the exchange for you automatically might be costly a bit, but u seen in need !

First off, if you are on your way to Iraq, keep your US$. It’s accepted at more place in Iraq than Dinars.
Secondly, a bank can tell you whatever they want. There policy is there policy, however depending on where you are, most major cities and airports have a currency exchange shop. There rates are higher than the FX market but that happens in most retail shops.
Some bank do also but mostly in major tourist areas. New York City has banks that post FX rates in there windows
